Bisnis Internet Ilegal Marak, Oknum Guru di Serang Diduga Dalang di Baliknya
Serang – Minimnya pengawasan dari Dinas Komunikasi dan Informatika (Kominfo) serta Dinas Perizinan Kabupaten Serang disinyalir menjadi celah suburnya praktik penjualan layanan internet ilegal. Salah satu kasus mencuat setelah seorang oknum guru SMP berinisial Aryani diketahui menjalankan bisnis RT/RW Net tanpa izin resmi selama hampir dua tahun.
Menurut keterangan warga, Aryani telah lama dikenal sebagai “penyedia WiFi” bagi hampir seluruh rumah di lingkungannya. “Kalau soal internet, hampir semua langganan ke dia. Tapi kabel-kabelnya bikin semrawut, nempel di tiang listrik PLN. Anehnya, setiap dia perbaiki kabel atau terminal wifi, lampu jalan pasti padam. Kami warga yang repot nyambungin ulang,” tutur salah satu warga, Senin (14/01/2025).
Dikonfirmasi di kediamannya, Aryani tak menampik aktivitas jual beli internet tersebut. Ia bahkan mengaku bandwidth yang digunakan sebesar 100 Mbps dan telah memiliki sekitar 50 pelanggan. “Bisnis internet sekarang lumayan, sudah kayak kebutuhan pokok. Surat-suratnya sih lagi diurus,” ujarnya.
Yang mencengangkan, Aryani mengaku berganti-ganti penyedia bandwidth, mulai dari Rajeg Net, GMP, hingga kini membeli dari seseorang yang disebut-sebut berada di depan kantor Kecamatan Tanara. Saat ditanya soal izin atau kerja sama resmi dengan ISP, Aryani tak mampu menunjukkan dokumen apapun.
Tak hanya itu, Aryani merasa diperlakukan tidak adil karena menurutnya banyak pelaku serupa di wilayah lain. “Kenapa cuma saya? Di Pontang dan kampung pesisir juga banyak yang jual ulang internet, bahkan pakai Indihome. Saya juga dari ormas, jangan main tuduh,” katanya penuh emosi sembari memfoto wartawan tanpa izin.
Hingga berita ini diterbitkan, belum ada surat perjanjian kerja sama (PKS) dari pihak ISP yang ditunjukkan Aryani kepada awak media.
Sebagai catatan, praktik penjualan jasa internet tanpa izin melanggar Undang-Undang Nomor 36 Tahun 1999 tentang Telekomunikasi. Dalam Pasal 47, pelanggaran dapat dikenai sanksi pidana maksimal enam tahun penjara dan/atau denda hingga Rp600 juta.
